SAPOA DEVELOPMENT SURCHARGE SURVEY

The eThekwini Municipality had introduced in its 2011/2012 budget, a "development surcharge for impact on infrastructure", at R16.500 per 100m2 of gross lettable commercial area developed and R14.227 per unit on multi-unit developments. SAPOA had challenged the imposition of this charge, describing it as investor-unfriendly and illegal.
SAPOA is currently in the process of evaluating the extent of the implementation of the development surcharge and impact thereof on members of the Kwa-Zulu Natal region. This will put SAPOA in a position of deciding on an appropriate legal route to challenge development charges that have been paid by its members.
